The Canadian school strap was generally administered to the hand, at least in public schools. In more recent times at least, it was typically made from rubber belting (or rubber on a canvas base) rather than leather. Readers brought up in Canada tell me that the strap was usually either black or red, and made from 3-ply industrial transmission belting.
Above is an extract from a 1971 Moyers supplies catalogue advertising straps for sale to schools.
Below, several views of such a strap. There is a hole at one end for the strap to be hung from a wall hook.
