Residents to Censure Chief Over Caning

Residents of Nasuuti village in Mukono Town Council have threatened to censure their chairperson, Fred Bukenya Lugendo, for punishing them by caning.

The residents told The Monitor April 5 that Lugendo beats them in the public and claims he is enforcing law and discipline.

Lugendo on April 6 admitted beating the residents whom he said he found uttering obscene words in public.

He said his aim was to enforce discipline among the residents. He said he has whipped 11 people; six children, three men and two women since he came to office.

He said he recently gave Margaret Nagawa Kaviiri 50 strokes of the cane for uttering obscene words in public.

Lugendo vowed to continue punishing such undisciplined residents in order to fight moral decadency in his village.

He said if such behaviour is not fought, the young generation will grow up spoilt and wild.
